I suppose he is the first individual recognized by the Crown, though there are nations (probably mostly defunct) that have received proclamations of recognition. It never occurred to me to generate something like a certificate, or something like that on letterhead, before.

I really don't think this warrants an entire sub forum. It wont get enough use. But a thread in an already established sub forum, such as the Micronational Heraldry subforum of the Micropatriology thread (man I hate that name) would be more appropriate. Then people could request and respond to certificate requests to their hearts content without setting up empty real estate that will clutter the site and have no purpose. If somehow this becomes too big and is crowding out the forum it's placed in, well that's a discussion to have then.
It does merit some sort of permenant place, such as a stickied thread somewhere, but its own sub forum's a bit much.
