Retcons?
So in a Skype discussion tonight I've realized there's a number of major things — chief among them population distribution (no way a society of psychics would have a city of almost 17 million people, certainly not with 242 of them in a square kilometer) and state sizes (why would a country of almost nine million square kilometers have only nine states?!) — that I need to change about Safiria, but would require a retcon, and thus discarding old history and posts and stuff. I'm reticent to do this, but the alternative — shutting down the micronation, if at least temporarily — seems even less palatable.

You run a simulated country which claims land on multiple imaginary planets. Not everything has to be realistic or even remotely related to how things are generally done on Earth. You're the last person I'd expect to not embrace the fantastical side of things in this community!
Either that or backstory some government-sponsored, Brasilia-style internal migration to other cities, then split a few subdivisions up to equal the population out a bit, or something...

The problem is that, as a worldbuilder, I wouldn't be satisfied with an unrealistic solution. :r
Not least since the buildup of Qalani and Aňira to the sizes they currently have would be unrealistic in a society of psychics in the first place. They would go mad from all the mind-noise around them.

What if 17 million was just an illusion, Safir psychics have maintained silence on their defense mechanism: psychic projection. To all other sentient races on Micras or other planets, we see a city with 17 million people, but its only got... half that? a quarter of that? Every resident just naturally projects several duplicate images of themselves... the Safir filter out these fake doubles, but everyone else can't. It has allows the Safir Empire to expand by sheer intimidation of numbers.
This secret can be revealed in some major game-changing event in Safiria, essentially stripping the empire of its defenses and forcing a new direction and innovation.
