New Players - Judges / Annunia clarification required
Once the war has started, when new players enter, under the rules, they start at the capital of their nation if their nation is attacked. I should probably double check on this but, if the nation is not under attack, then they can start from any city belonging to that nation.
Also, if the capital is under attack, for instance right now, I just struck Rielrar, which is the capital of Toketi. Now, a new unit cannot start at Rielrar. Correct? One new player (Lucifer) luckily declared his orbat and made a post prior to my attack. So, obviously he qualifies in starting at the capital. But another new player (dont remember the name), declared his orbat after my post. I assume he doesn't qualify for starting at the capital, correct?
Now, the clarification I would like to know is where can he start from? Can he start from a city that has been attacked, or must start from a city that hasn't been attacked ? For instance, can he suddenly start from Port Of Sails, or Makaronan ? After all, I have been attacking these places for a while and would have seen these units pop-up. Or for instance at the other cities I just attacked, in tandem with the attack at Rielrar.
Secondly, I am not sure if the convention states that there must be a delay between a new player joining and his forces participating in a battle. For instance, this new player (the guy whose name I dont know) could theoretically launch his aircrafts right away to destroy me. Now, i vaguely seem to remember (under SNARL admittedly), that a new unit, must wait for 24 hours before it is able to organize itself in order to fight. This is to give the opposition players enough time to re-tinker with their strategies, etc... Scott, correct me if I am wrong here. I do remember Erik bringing in a new unit midway in the war, as well as some chick at Shireroth (or atleast I think it was a she), and they asking me directly if 25 aircrafts + 25 aircrafts would beat my 25 aircrafts hands down and if it was acceptable and all. And we saying that these units had to come up slightly later, because at that very moment my aircrafts were busy bombing Nafticon or Norfolk or something.
Anyways, the point is, is there such a rule, written or un-written, or am I just having a bad memory moment?

I don't believe there is anything in the Charter on new people joining except:
On the matter of unit's popping up - alternate realities again. In reality, there are Tokian military units there, just not legally orbatted so they can't legally attack you. I see no logical problem (purely logical, that is) in a unit popping up in an area you've already bombed. However, from a more conventional standpoint, I'd suggest Din (and any further Tokians) start in a city that hasn't been attacked, or has suffered only minor attacks, preferably in their region.
Under that, you and Din would agree where he starts.O. Any person joining the war midway, where fighting has occured within the country they are fighting for (whether because their country is already involved in the war and they are only now joining and posting their orbat, or because of an agreement by their country to allow fighting within it before their country entered the war) MUST start within their country's capital. Where their country's capital is occupied by the enemy, they must start in a suitable friendly location agreed between them and the enemy occupying the capital. Where their country has not had fighting occuring within it already, it is assumed their forces may already have been mobilised and may start anywhere within their country's territory.

As I understand it, the Tokish capital is still in Tokish hands, therefore, my forces would appear there.

He's right actually. You haven't actually taken the capital, so he must start there according to the Charter. It may not be fair, but it's in there.

In that case, given my attack on the seaport, do I assume that his carrier got hit as well ? I am giving him the benefit by placing his carrier and unit outside of the targeted region.
One would think that if an aircraft carrier is in the port, then it would be targeted first before any other stuff !

I think this is why there are those 24hrs before they can start. Or is that not part of the Anunia Convention?

or he gets to respond to the attack.
which means he can counter your strike. i doubt he would just sit there and take it, he'd see you coming and get ready to fight back.
