After its borders have been secured abroad (Dromosker Island burnt to a crisp), the Hexarchy looks to secure its own borders. Massive expansion of trade between itself and neighboring Nouvelle Alexanria makes the occupation of the Great River's "East Bank" economically viable. However, infrastructure is in progress and the area sparsely populated.

Overall, stable borders after the Battle of the Behemoth a couple years back have led to the nation's rapid modernization and need for land arable for crops. Graecia's mysterious collapse provided the exact real estate they need: safe, nearby, and in a great spot to trade with neighbors. Occupation has occurred for these AND the above reasons, under the pretext of a belated "rescue" of the island's remaining inhabitants per past treaties.

Minor border shift to the west for IC reasons. Shifted a couple names around so that new city names can fit. Occupied former Graecia for IC reasons. See Modernization and recent additions to the Outer Realms. IC justification re:Graecia found in this treaty. (The N.S.C. on the map stands for "New South Caputia" as the full name can't fit on the map.) Expansion to East Bank following amicable discussion with Edgard; treaties are expected to develop out of this new claim to build on existing ones elsewhere. He can confirm if he so wishes.

Let's just go and hold the claim, as most of the narrative involves that island specifically and ties with the East Bank claim as well. It'll also give more time to build actual treaties with New Alexandria and the Hexarchy, and build a narrative that involves what happens after the Hexarchy occupy both territories formally.
