Yes, this is a massive expansion compared to the Hexarchy's size, and about half of it is (narratively speaking) basically uninhabited territory. However, I think my strong level of activity and the narrative more than justifies this expansion and the IC status of what you see on the map. Links are below, more details in spoilers.

Specifically, I've been building up to the Empty Quarter narrative since December, and I've shown huge amounts of consistent activity the past month and a half or so. I've been planning this route for quite a while now, well before Alperen decided to randomly schlep Kunapura onto the map. I reached out to Alperen after the fact, and no response before or after he lodged his claim. Thus, I'm just going ahead with this.

Karnak (which is in progress) was always going to be in/near that location. So, it worked out well enough anyway in my book. As with the Empty Quarter narrative, Edgard can corroborate on the Pan-Keltian Highway Initiative as a backbone of this expansion (building on the previous one through East Bank). With an impending visit by Nouvelle Alexandrie, they've got every reason to secure their own borders and include civilizations they've discovered located outside their traditional boundaries. (I'm writing more detail on Karnak and its Ancient Egyptian-esque religion and how it's mingling with their own.)

With Hurmu nearby, it makes sense to expand in their general direction along the Keltia coast (seeing as Ric seems to be perfectly fine with that).
