[HRE] Expansion 3: Back from the Dead

Following Arbor's transfer and gift, I'm also executing a long-planned expansion north of there as well. It's been over a year now since Ralgon last expanded (with a major reduction taking place about nine months ago now). With a strong resurgence of activity OOC and very strong IC reasons to make this move, I believe that a claim of this unusual size in Ralgonese terms is both realistic and justified (esp. as other nations have done so during the past year). This has been a rather long time in the making, and I plan on continuing the narrative to strengthen the regions' development for at least several more months to come.

EDIT #1:
I've no plans of expanding directly onto North Island for the foreseeable future. It's geographically inconsistent with the character of this nation (as a predominantly island country and Scarterra's status of being a remote and inward-looking territory), especially when there are more healthy directions in which to move from here.

Complaint: 2 Fast, 2 Furious
I'd like to follow up on Rasmus's complaint from last year. The Council has become way too fast in handing down decisions to maintain its cold, depression-inducing reputation of heartlessness. If it's to maintain a bureaucratic outlook, then it must appear to be slow and indecisive, with at least a farcical show of petty bickering going on before the inevitable decision is handed down.
I'm grateful to be shown favoritism by the unknown gods responsible for handing down the Council's final decisions, but for the Council's benefit, it must not seem to pose a united front at any point.

A concerned, anonymous, but clearly not antigovernment citizen who's certainly not an enemy of someone whose claim was mysteriously approved quickly.
