Contrary to what has been said on Discord, this annexation or merge is not a semantic story. This move has everything to do with my decreasing availability to Micras, but continuing desire to have a sizeable nation left. I have many plans in store for Çakaristan, but I need the attention and time available to shape these plans.
Having said that, I will give background to Barnaby's quote. What I said in the channel of the MCS Council at the time is the following:
We are now one Gregorian year and three months on. Far more than I had imagined at the time. Arbor is a continuation of (West) Amokolia and the Frankish Empire, older than Çakaristan into which it is incorporated. Present-day Barikalus has changed a lot in the meantime, but is not a new nation.

How isn't Cakaristan as it is a "sizeable nation"? Also, is there any backstory to the annexation at all? Except for a ballot question being added out of nowhere and then winning? I'm curious.

Well, it's a bit of what qualifies as a sizeable nation. In my humble opinion, an annexation of Barikalus would be a very nice size.
For a deeper story about Barikalus-Çakaristan connection I have not had time, or rather taken time. The plan had long been to have this annexation take place immediately after the Arboric Civil War and the period of occupation. That time frame was fairly fixed. Meanwhile, the rise and fall of the Great Apollonian Empire. A project that was too complicated.
There is a cultural connection between Barikalus and Çakaristan. There is an ethnic minority in Çakaristan called the Sennari, remnant of Sennar, and also groups in Sylfystan who speak Arboric just like in Barikalus. The Emir, Hakim, has been the ringleader of major reconquests from the now-exiled president and the caliphate. That is why he is very popular among the Barikalus people. It is he who has been elected as the Shahanshah of Çakaristan, now known by his titular name Jaaguzan.

Apologies for the lack of response recently, my past week has been hectic.
My main objections at the time were to avoid a situation where somebody would claim a new nation entirely to work a storyline to expand their already existing nation, and thereby circumvent the MCS. I don't feel that this has happened with Barikalus and Cakaristan's merger. Barikalus had its own independent timeline with the civil war, whilst Cakaristan participated in a merger of its own with Jingdao (which of course later it left). After 15 months, I don't think it can be reasonably believed that Arbor's initial relocation was wholly (or even majorly) to predicate a merger of the two nations.
