The Imperial Government of Shireroth most cordially objects against the unilateral change of the status of Aracigrad, which is contrary to the TREATY between the ALLIED FORCES and the FEUDAL FACTION, and asks the MCS Council to hold vote on this matter. Jingdao s by any reasonable measure the legal successor of independent of the Allied Forces and should therefore be bound by the Treaty just as the Allied Forces were.
I thank the Emperor of Jingdao and the Arandur of Alalehzamin and Utasia for bringing this matter to our attention.

Jingdao is not part of that treaty. We CONQUERED Kildare and Gong, we're no successor state.

The document you refer to is simply one of the Allied Forces surrendering to the other.

I can't find any evidence that Hau has ever ratified that treaty. I also cannot find evidence that states that the MCS should decide what treaties from a far past are still valid.

Unless Shireroth and Jingdao can come to a mutually acceptable decision, I call upon the MCS Council to hold a hearing on the matter of Aracigrad, where arguments for both sides will be given, and where the Council, after due consideration to the facts and to the Charter and the precedence of its body, will make the decision.

I must say that treaties like this put the MCS in an awkward position. Unless it was agreed that Aracigrad was to be under dual-sovereignty, as per the Charter, the land is Jingdao's to do what they wish with. The agreement over Aracigrad is between Shireroth and, well, whatever entity is deemed to be the successor of the Apollonian Republic, but once control of the land was officially transferred, such agreements are all down to the signatories. The MCS is not obligated to any clauses of the treaty.
Essentially, if Shireroth desired for Aracigrad to maintain its status, the treaty should have established a more foolproof way of stopping any changes being made to it. The land belongs to Jingdao, so any internal modifications are theirs to make, as far as the MCS is concerned...

Speaking as a Shirithian, Jingdaoese and member of the Council, I think it's obvious that Jingdao should be allowed to modify their own cities. It was an anti-nationalist Shirithian elite that ensured the loss of Kildare, to complain about that now is not only bad form, it's also rather silly.
I would advise the MCS to do the right thing and allow Jingdao this modification.
