Holy Roman Empire wasn't landlocked. But the Swiss do have a navy. :P

I mean, the Florian Republic already has overseas territory. It isn't like they're doing anything unprecedented here. This claim makes sense, in my view, especially considering expanding trade networks which exist between the Florians and the East.

I'm always sceptical of nations claiming random bits of land on other continents. I can give it the benefit of the doubt when it's Passio-Corum who are a sea-faring imperialist civilisation, but I think there's too many nations who do this rather than just expanding in territory where they already have territory, especially in this case as Floria is right next to a large swathe of green.

The best I could find was some merchants/money-lenders from Augsburg who blagged a colonial concession from Charles V. The fate of their expedition to "Little Venice" doesn't exactly inspire confidence in the notion.
