Regarding your first point, about how almost no one is involved from a purely cultural standpoint, I think it bears remembering that this is a micronational society, and that therefore it is inevitable that almost everyone involved will approach the hobby from a primarily political, or governmental perspective. In a society of micronations, it makes sense that there would be a greater emphasis on politics, and less on culture. That said, I would also argue that political development is actually a form of cultural development, but that might be an argument for another time.
Regarding your second point, about how so many of the nations here are basically evil, I think that it comes down to the fact that there really isn't any amount of accountability between nations. There are things that can be done to increase accountability, but it seems that many of the people here simply don't have the time, interest, or patience to go about trying to do those things. As an unfortunate result of this, we've created a world for ourselves in which the psychotic nations are allowed to do whatever they want, no matter how atrocious, without consequences. We don't trade, we don't wage wars, and we barely even talk to each other, outside of a handful of nations. We can hardly become outraged when one of the wicked nations does something wicked.
