MCS has always been a little undemocratic, but I think that works out quite well due to the fact that:
1) Those who have been here longest can usually make a good decision on the matter
2) Every Democratic organisation in micronations has generally died
I think that if a council member is going on a long term holiday or is busy then they have enough responsibility to say that they are on LOA or to tell people what's happened. If you are in a position of being in such a high profile job then with that power comes responsibility to either be active or to let the oranisation know what your doing. (Insert superhero quote)
So all I say is that you just make a decision on how big you think the council should be, and you should be able to make that decision from experience, then just choose people to fill those jobs. If you try to contact people and they don't reply within a reasonable amount of time then you can sack them, because it's part of the job to put some effort into it. If there is a massive argument and they come back for whatever reason then you can just give them their job back if you think they should have it. If a small council is better than that has problems, but if a big one is then I think it's no problem.

I still think five is the best amount for the Council. Three's too few for a wide range of opinions, and more than five's just opening it up for more absentee problems and tied claims
So, all in favour of just appointing someone with no specific job other than to vote on claims while Vilhelm's AWOL, raise your hands. *Raises hand*.
Also, how to appoint them? When we've appointed new Council members, they've been for a cartographic position, so have had to create maps to be compared and contrasted by the existing Council members. With this, if there's not any standard like that, it leaves us with a possible popularity contest (not saying that'd be the case, but y'know)...

I don't see any point in the Foundation having a rep on the Council. I don't know how that rule got integrated, but I separated those roles long ago to prevent a conflict of interest - same as why I eliminated all its land holdings. The Foundation is hosted by the MCS, not an appendage of it.
Speaking of Vilhelm's AWOL status; I am willing to fill in as Foundation head until he returns, or after a certain grace period, take over the position entirely. It doesn't really entail much, and I do visit the forums at least once a day.

I didn't even remember we had a person on the council just because they were AF, that rule can go asap.
Also unless Vilhelm shows his face soon, we can fairily safely say he is "taking a break" at the least (and therefore needs replacing).

I've been interested in a council seat for like a decade. I'm unlikely to get it since I'm, like, unpopular and stuff. But at least I'd vote.
