New rule?
A certain.. problem has arisen which I won't go into too much. But I think I can suggest a reasonable rule to override the problem.
It concerns the council and members refusing to vote for whatever reason. I simly suggest that if a council member has been active, has been reminded about the vote sufficiently and can't give a good reason why they will not vote for a claim, then their vote should count as an abstain.
It seems fair, as the member is given plenty of oppertunity and it prevents arguments between people waiting for their claim to come through.
Thoughts?

Maybe there should be a council register? Every week or couple weeks you have to post in a thread saying you're still there, should it get to 3 weeks without a post in that thread, you're told off, maybe even removed?
And then if you've posted in the register a couple times without having voted on a claim, you're counted as abstain?

I dnno.. that seems like more hassle than its worth for the amount of times it'll happen. It'd cause even more arguments with people getting back from an unexpected long holiday and finding they're off the council =P

A register could possibly be an alright idea, but there aren't that many members "refusing to vote for whatever reason"...

There are often council members who aren't here for extended periods of time, this would solve that.

There may not be many occurances, but we don't go around not making rules because it 'doesn't happen very often'?..It'd be similar to saying 'oh, we don't get many hackers, lets not have any hacking rules', yet evidently not as severe. You should know the situation I'm reffering to and just having a register for absence (although that would solve absence issues and is good for that) would not cover the issue we've got at the moment. I'm really trying to suggest we deal with it without naming names.. (especially seems as the fact I know about the situation in the first place is a seperate issue that I /could/ bring forward but haven't). Well, there'd have to be a contact in there somewhere.. because they might have a good reason why they haven't voted.. which may be important (like they're watching something progress before deciding). A possible simpler solution – have a max period on claims. Eg “If the claim has been there for two weeks and not processed, all outstanding votes are counted as ABSTAINs.”
Two weeks seems a long enough period for a call like that.

It seems this whole thing was dropped once I got around to voting on Normark's claim...

We have a council of 5, but only Craitman, Pawel and I, have voted on anything in the past couple weeks, and only Chrimigules, Craitman, Pawel and I in the past month...
I have contacted benkern many many times, over facebook message and SMS text messages (I got his number in april in london, I should imagine he regrets that fact, I'm rather sure craitman regrets the fact i got craitman's number... ) and got replies on "are you coming back to micronationalism?" and similar, but none of "Are you coming back to the MCS?" style questions...
Hence the council register idea or similar or any idea... might be useful?

Either that or we get another official Apollo Foundation representative. Think we talked about making junior positions for each Council seat (or the like) when this was the main topic of discussion before. Time to get the ball rolling, methinks

I'm unsure of the purpose of apollo foundation representative in the MCS council anyway to be honest... It was ruled in the old charter that apollo foundation had nothing to do with MCS or at least that they weren't allowed land...
Traditionally I was his junior as it were, back in the earlier days I helped him archive forums from various places and last year I did the downloading geocities bit...
and on my first line, why do the council members have to be representatives of something else or have a job in running the MCS other than council member anyway?
