The SC Bank Stock Market
The SC Bank Stock Market is a bank modification that allows companies to float stocks. It is not in competition with the SCX - they cater to different needs. It provides the option for companies to sell their ownership and raise capital, but has only irregular transactions; in contrast with the SCX, which does not sell any ownership or capital, but has regular transactions and updates.
Companies wishing to float stock must first register an account in the bank. They can then float as much stock as they like, at whatever price they like. Other users of the bank (both companies and individuals) can see the stock available for sale in the market, and what price it is offered at; and can choose to purchase it. Once stock has been purchased, it can be offered at a new price, or withheld from sale. Companies receive all the funds from their initial float; and the holder of the stock then receives all the funds from selling it on. Companies can always see who owns their stock.

Some companies have directly issued ownership shares in their company; others offer access to particular functions based on the amount held; and still others issue it as shares in an investment scheme or corporate sponsorship, with no actual ownership or control of the company entailed.

Would it be possible for a government account to use this market to sell bonds?

The way it’s currently set up, you need to be registered as a company account to do so. Then just go to the stock market from the bank menu, and there’s an option to create stock (I can’t remember precisely what it is called, but it’s there).
