Well removing the part that says "A member must have exactly one city marked as a capital city." would open up that door too

The rule regarding capital cities was taken from the current Charter, so I don't think any of the Council have any particular attachment to it. I'm fine with it being removed.
With regards to describing the criteria for judging claims, I think that should definitely be done, but maybe not as part of the Charter, maybe in a "how to claim" thread instead?

I've deleted the capital city article from the Charter, and I've slightly amended the part about claims requiring all information in the relevant form. As the Council have discussed potentially getting rid of a rigid requirement for claim forms, I figured it was a good idea to not have us tied down to using them.

That works for me. Other than initial claims where we do need information such as flags and a web address, any others only really need a map and/or description of what's being changed to suffice.
Are we okay with leaving the more definite measurements of the claim criteria out in lieu of a more detailed "how to claim" guide on the forum?

Just to clarify that despite the amendment made today to the present Charter, this Charter proposal is still under consideration, and as such the consultation period will continue as normal, until its scheduled end tomorrow.
