New Charter proposal
RULE 1. THE COUNCIL.
1.1. A Councilman may not vote on any claim by or modification to any state of which they are currently or have been in the past 3 months a citizen, subject, refugee, or asylee.
1.2. A Councilman may not vote based on personal bias or governmental pressure.
1.3. A claim is passed when a majority of Councilmen vote in favor thereof. A draw results in denial of the claim at hand.
1.4. The Council shall consist of three permanent Councilmen and four nonpermanent Councilmen.
1.5. Half of the nonpermanent Councilmen shall be elected every month to a two-month term.
1.6. All seven Councilmen must be named within one month of the ratification of these rules.
1.7. The President shall preside over meetings of the Council and may not vote.
1.8. A Councilman may be removed by a vote of no confidence with the consent of 67% (rounded down) of all member states.
1.9. Each Councilman shall be a moderator of the MCS forum.
RULE 2. THE PRESIDENT.
2.1. The President shall have sole access to the Administrator Control Panel of the MCS forum and to the cPanel and FTP of the MCS website.
2.2. The President shall be chosen by the Council every year.
2.3. The President may not concurrently sit on the Council.
2.4. The President may not concurrently be the Cartographer.
2.5. The President may not run for more than one term.
2.6. If the President is elected whilst a permanent Councilman, the member state of which they are a subject shall nominate a replacement.
2.7. If the President is elected whilst a nonpermanent Councilman, an emergency election shall be held to replace them for the remainder of their term.
RULE 3. CLAIMS.
3.1. Only land on the planet Micras shall be the subject of claims.
3.2. Claims of small icebound municipalities in close proximity to terra firma, or of municipalities on islands demonstrably too small to appear on the map, are exempt.
3.3. No state may claim any municipality on any other state's land.
3.4. When a state fails (per Rules 4.4-5), their municipalities shall remain on the map as ruins.
3.5. Should any other state claim land that overlaps these ruins, they are free to include them as they wish.
3.6. No transnational body shall claim land on the planet Micras.
3.7. Claims by individuals who already rule mapped states are to be subjected to higher scrutiny.
3.8. A claim does not guarantee recognition of possession of land on the planet Micras.
3.9. No state shall make two claims within a month of one another.
3.10. Excessively large claims will be subject to higher scrutiny and possible amendment by the Council without notice or recourse.
3.11. No symbols other than the ones on the official claims map may be used to create a claim.
3.12. A state may not claim more than one capital city.
3.13. All text labels must be in 8-point Times New Roman not antialiased.
3.14. Symbols and text labels are to be red (#FF0000), except where that would be unreadable, in which case they are to be white (#FFFFFF).
3.15. Regional names are to be in black (#FFFFFF). Regional borders are to be dotted lines of the same color.
3.16. No border shall ever be more than 1 pixel thick.
3.17. Failure to file the proper paperwork shall result in automatic denial.
3.18. Failure to present the area claimed in .png format shall result in automatic denial.
RULE 4. MEMBERSHIP.
4.1. A prospective member state must be active for at least 3 months before making a claim.
4.2. Prospective member states who can clearly show that legitimate high levels of development have occurred within a shorter period of time are exempt on a case-by-case basis.
4.3. Prospective member states who obtain treaties of recognition from at least 67% (rounded down) of all member states at the time of their claim are exempt.
4.4. If a member state makes less than 1 post per day for 3 consecutive months, they shall be considered to have failed.
4.5. If a member state makes less than 0 posts per day for 2 consecutive months, they shall be considered to have failed.
4.6. If a member state fails, they may reclaim the lost land within a month should they reconstitute themselves.
4.7. During this period, no claim may be made to the failed state's land.
4.8. States that fail as a consequence of losing a war are exempt from Rules 4.6-7.
RULE 5. THE CARTOGRAPHER.
5.1. The Cartographer is tasked with producing and maintaining the claims map.
5.2. The Cartographer is elected by the member states for a period of one year.
5.3. The Cartographer shall be obliged to produce any map ordered by 67% (rounded down) of member states, or by unanimous vote of the Council, posthaste.
5.3. The Cartographer may not concurrently sit on the Council.
5.4. The Cartographer may not concurrently be the President.
5.5. If the Cartographer is elected whilst a Councilman, the provisions of Rules 2.6-7 shall apply.
5.7. The Cartographer may propose one change to the surface of Micras per year to preserve its integrity, and then only with the unanimous concurrence of the Council, President, and all member states.
RULE 6. VOTING.
6.1. All votes are to take place under the two-round system.
6.2. Member states' votes are to be determined in the same manner as would be a bill of law.
RULE 7. MEMBER GUIDELINES.
7.1. Discrimination against any other person or member state is strictly forbidden.
7.2. Proper English grammar and spelling is required at all times.
7.3. No language other than English may be spoken on the MCS forum.
7.4. Multiple consecutive posts are stricly forbidden.
7.5. All offensive behavior is strictly forbidden.
7.6. Spam is strictly forbidden.
RULE 8. EXTRANEOUS PROVISIONS.
8.1. All MCS works are licensed under the Creative Commons Attribution-NonCommercial-ShareAlike 3.0 Unported license.
8.2. These rules may be modified only with consent of 67% (rounded down) of all member states.
8.3. Any amendments of these rules must be made known to all member states posthaste.
8.4. The Council shall meet in the Administrative Council board of the MCS forum.
8.5. The Administrative Council board shall be publicly readable, but only the Council and President shall be able to post in it.
8.6. Should a Councilman fail to attend any Council meetings for a period of 2 weeks, they will be removed from the Council and replaced per Rules 2.6-7.

I think the one we have now is more than sufficient. 95% of what you've posted is already in the charter, you've just restyled it and renamed the staff titles.

This should probably be 50% actually, I didn't notice the current charter says 75%, but it's 50% of member states for an admendment, so they can admend and then remove if they really want to1.8. It makes the MCS sound too much like a micronation....President? Any time there is an issue with the MCS people will be making 'El Presidente' jokes. It just rewords and restyles what already works more or less sufficiently.
The ONLY thing I agree with is the 2 week thing. And that tidbit can be achieved with an amendment to our existing charter.

7.1. Discrimination against any other person or member state is strictly forbidden.
7.2. Proper English grammar and spelling is recommended.
7.3. Anyone whose primary language is not English should provide English translations of their posts.
7.4. Multiple consecutive posts are not recommended.
7.5. Offensive behavior, as defined by the Council, is not recommended.
7.6. Spam is strictly forbidden.

FYI, #FFFFFF is white, not black, unless of course you see in inverted colors. Also, the usage of the terms of 'President' and 'States' is not going to win anyone new (or even old) over. An 'MCS state', with the head of the MCS being called 'The President' is a really poor choice in words simply because it makes the MCS look like a micronation, and all member micronations are subordinate to it and its President. Administrator General and Member Nations are what we use now, are just fine and they do not need to be changed, at all. Everything else is either overly strict versions or rewordings of current MCS charter rules.
Again, I state that the only portion I agree with is the 2-week rule. But it should have provisions for legitimate LOAs and so forth. And AGAIN....this can be done using our current charter. This really isn't needed, at all. Although I do admire your gumption, I think you should focus it towards making changes to our current charter. Work with what we have so that the changes are steady and more acceptable to the MCS and its members as a whole. Rewriting the entire charter into this silly thing just isn't what we need.

Oh! Well...then I believe that our current charter is 100% complete and quite sufficient. At least until the amendment passes that declares me Emperor For Eternity of Micras .*

The only possible part of this that could be further looked into, I think, is non-permanent staff members. I mean, we'd have to figure-out an agreeable way of changing the people in the positions an' that, if we go for it, but it might be a good way to work-in more public opinion (which has been mentioned before by the usual annual tide of oldies returning to complain about Leng etc)...

Only amateurs use percentages instead of fractions when giving required majorities, and saying "51%" is just being a complete idiot. I also don't quite understand what "67% (rounded down)" means, and why that can't be given as "two-thirds majority".
Examples (cause I'm bored):
The Swedish parliament has 349 members. To pass a piece of legislation, if all members vote yes or no, you need 175 votes (349/2=174.5=175). With CJ's retarded 51% rule, you need 178 votes (349*0.51=177.99=178). That seems a bit stupid. If we apply the 67% rounded down rule, you need 233 votes (349*0.67=233.83=233). That is, quite incidentally, also the number of votes you would need if you applied a two-thirds majority rule, only that such a rule actually makes sense.
