Since the MCS accepts claims by regional leaders who do not formally represent the entire nation towards the MCS I wonder what the limits are here? For example would the MCS consider an expansion by a regional leader or perhaps a even a removal?

My opinion that it would depend on the member's law. I only assumed that the Prince of Calbion (for example) was empowered to change the names of cities under his rule. The changes of borders would, I assume, be under the member's sovereign authority, requiring assent from such authority that the member rules is needed.

Ric's spot-on. With subdivisional changes, a good amount are submitted by the regional leaders to save a load of duties on the head of state. Expansions, reductions and removals would absolutely need authority from the head of state, however, in contrast to more minor internal modifications...
