Charter and Claims
1. Should the Charter on the Notices board be replaced with the current charter at http://ninetyone.org/mcs/DRAFT%20CHARTE ... OCIETY.pdf ? If that's the current charter, I haven't been able to find it except by archive-searching "charter".
2. There is nothing in the Charter prohibiting one-person micronations from claiming territory. Is this intentional? Would the Council be willing to accept a (small) claim by a sufficiently active and original one-person micronation?
3. Suppose one wants to make a conworlding-style micronation. The location is going to be a pretty big deal. Currently, such a micronation could not be assured of a position on the MCS Map until three months after they are formed, which might mean that the place they originally intended to claim gets taken over by another micronation first and they lose all of their work. What would the Council think of an ability to "pre-claim" territory - say "Hey, I am interested in doing conworlding work on this territory, please don't let anyone else claim there for three months after which point I will claim it"?

1. That is the official charter, even though it says "draft" on it. I've got it bookmarked, so I never really noticed it hadn't been updated in Notices! Will fix that oversight shortly.
2. Yes, that's very much intentional. You've probably not noticed, but there are at least a couple of one-man nations on the map right now (Birgeshir and Mailong come to mind - there could well be others); I don't think we've really had anything against them for a while now as long as they're small, actually
3. I'm not keen on the idea of even unofficial reservations of land, if I'm honest. We need to treat claimants as fairly as we can, so I think allowing "pre-claims" for certain nations would be counterproductive. The danger of reserving would be if the nation fails to develop in those three months, but still comes here expecting a divine right to the land because of the pre-claim. If such nations wish to state their intent on claiming a certain area from the off, then that would be preferable I think, to let people know they're looking at using it. Most nations should be able to develop an adequate amount in their first three months without the need for land-specific things - or can at least design things to be changeable/vague at the start, then adapt the finer details at a later date once they align with the claimsmap.
Obviously this is just what I think, but if things get a decent amount of support, we can definitely consider implementing changes

I agree with his point on number three. I think if you're really that worried, it's in the nation's best interest to build a healthy rapport with the nations surrounding that area (ie., those with the highest chance of moving into that spot) and let them know of your intentions. Plus, there's nothing against making public interest in a certain location so that new claimants can see it and hopefully respect it.
