That max should be there, but only for one person projects. If I, as head of Arasha which is a small project, would be elected say, prime-minister of Batavia (which is only head of government), that shouldn't conflict. I think in larger, democratic, nations there isn't really a question of being in charge since the community is in charge. Nonetheless, I think there should be a maximum for small projects.

Unless we feel it's pretty clear the other nation(s) was/were created purely for the sake of being annexed by the individual's primary project, I don't think there's any problems with that.

Three seems to be the magic number:
10. Restrictions
...
(2) Permitted that the Council is satisfied that a nation meets the criteria described in section 9.(1), there are no further restrictions on a right to claim for:
(a) one-man nations, or
(b) no more than three states simultaneously run by one person.

As nobody's berated me for the wording above, I'm going to assume that's all okay. And as nobody's also added anything else, I think we're all covered for the Charter. I believe that makes it time to vote
