If nothing inexplicable has happened, usually it goes like "So uhhh...you wanna have a recwar for fun?". An over simplification but that is how good recwars start. As I said, never, EVER use one to solve a legitimate conflict, it will ruin your taste for the hobby forever. But as far as fun ones, you just inquire about it with people know know.

This. This this this this this. At some point a while ago people tried using recwars to solve legitimate conflict, as in two nations that weren't friendly towards each other would have a recwar over some land or something along those lines. This always ended poorly on some level. The system is simply not robust enough to withstand a dedicated attempt to bend and break the rules. So long as you can reach an out-of-simulation agreement about how it will go, you might have a chance. For instance, Antica and Interland recently fought over an island with some success, I believe? But that's because there wasn't ever genuine belligerence between the two. Past wars where there has been genuine belligerence (ie anything to do with Ocia) have rapidly worked out of being recreational (as in RecWar) and just become bitch-fests.
