Re: REFORM: ARMS Charter
Looks good to me. Particularly glad to see the flexibility for systems maintained by ARMS and systems merely 'archived' within ARMS.

Well on this I aim to please. On everything else I pursue a more Malliki-esque approach.Andreas the Wise wrote:Looks good to me. Particularly glad to see the flexibility for systems maintained by ARMS and systems merely 'archived' within ARMS.
I forgot to add a removal clause. Does anybody think its necessary?

Might be best to just slip it in, but other than that, great work!

Re: REFORM: ARMS Charter
Can only states which are members participate in ARMS recwars, or is it more that only states that sign the treaty can vote for the Chairman? I would guess the latter, in which case wanting to leave seems a bit unnecessary ... (you can just not vote )
But it probably is worth putting in something about nations being able to just leave at any time by notifying ARMS. Just to keep the lawyers happy.

Re: REFORM: ARMS Charter
Why are we so conditioned that everything needs a charter? Just...do it. All the hoops and whistles is what puts people off. Just ask the Admins to set up a board called "ARMS" and put up a 'Request Judge Thread' and info threads on the various systems you support. It doesn't need to be so complicated.

Re: REFORM: ARMS Charter
Yes it does, otherwise it'd be even worse than the dysfunctional dictatorship we had under MRWS. There is no reason not to do this.

Re: REFORM: ARMS Charter
Well for the same reason as Guido highlighted there. I also think it needs diplomatic legitimacy because recwar is somewhat discredited these days over the points and value arguments and anything done to bring both sides back into contact with each other has to really be done with the consent of both sides and their support.

4. The Chairman of ARMs shall be elected by a majority vote of the signatory states for a term of six months. The Chairman will be required at the beginning, middle and end of his term produce a report to the signatory states about the state of ARMS. The Chairman can be removed by a vote of confidence initiated by a Signatory State and supported by a majority of them.
5. The Associate Member for Judicial Matters shall be appointed by the elected Chairman for the same term as the Chairman. The Associate Member for Judicial Matters will be responsible for maintaining a list of ARMS approved judges and compiling the Common Law of Recwar.

7. Any person of any state may create, propose or suggest a recwarring charter to be held by ARMS who shall treat it in accordance with the principles of Article 2.
8. A Signatory State may be removed from ARMS by another Signatory State motioning to the Board, with a support of 1/4 of ARMS members, for their dismissal. The Board will investigate and present their findings to the Signatory States for a vote of removal. For a signatory state to be removed by a vote of removal the motion to remove must be supported by half the signatory states.

Wow. This is a library, an archive of systems. There's no power to abuse.
I give up. I look forward to having choices, and think you're making it far more difficult than it needs to be, but I'm not here to change minds. I'll check back in when the rigamarole is over with.

Re: REFORM: ARMS Charter
I don't really see the point in removal clauses but Andreas suggested it and he's right that it might appease the lawyers amongst us (I am one but I see no problem with it....but that's not a cast iron guarantee nobody else will). I honestly don't think its too much rigmarole and think this is a relatively simple system for encouraging recwar. I'm sorry you feel the way you do about my proposals.

Re: REFORM: ARMS Charter
I didn't mean a removal clause like 8, sorry. I just meant a "If a nation wants to leave, they can leave the treaty at any time by notifying the Chairman" type clause. I actually think 8 seems a bit bizarre and unnecessary as it stands.
