That should be up to your nation more than anything. If a state wants to say that their Minister of Interior Decorating and Upholstery is the sole signatory in charge of international agreements, it's hardly the place of the Hub to say no.

1. The Signatory States hereby create The Association of Recwarring Micronations and States by this Charter.
2. The Association of Recwarring Micronations and States, hereby referred to as ARMS, shall be required to uphold the multitude of recwarring charters, old and new, and provide for the good governance of recwar across the micronational world.
3. ARMS shall be governed by a Board of three people:
a. The Chairman of ARMS
b. The Associate Member for Judicial Matters.
c. The Associate Member for Systems Maintenance.
4. The Chairman of ARMs shall be elected by a majority vote of the signatory states for a term of six months. The Chairman shall be required to uphold the principles of Article 2 of this Charter and provide direction for the ARMS board in their efforts in upholding Article 2. The Chairman will be required at the beginning, middle and end of his term produce a report to the signatory states about the state of ARMS. The Chairman can be removed by a vote of confidence initiated by a Signatory State and supported by a majority of them.
5. The Associate Member for Judicial Matters shall be appointed by the elected Chairman for the same term as the Chairman. The Associate Member for Judicial Matters will be responsible for maintaining a list of ARMS approved judges and compiling the Common Law of Recwar.
6. The Associate Member for Systems Maintenance shall be appointed by the elected Chairman for the same term as the Chairman. The Associate Member for Systems Maintenance will be responsible for maintaining any rule systems that require maintenance in the views of the system's creator or the general will of the Micronational Community.
7. Any person of any state may create, propose or suggest a recwarring charter to be held by ARMS who shall treat it in accordance with the principles of Article 2.
8. A Signatory State may be removed from ARMS by another Signatory State motioning to the Board, with a support of 1/4 of ARMS members, for their dismissal. The Board will investigate and present their findings to the Signatory States for a vote of removal. For a signatory state to be removed by a vote of removal the motion to remove must be supported by half the signatory states.
