My example doesn't really follow a formula. That said, I think we could reasonably set effectiveness to something like 1/4 cost. Then, just to increase competition, it might be interesting to allow players to incorporate experience by increasing effectiveness to 1/3 cost for one unit, or for one part of a unit. So even if two opposing units have the same composition, one might still be stronger thsn the other.

I think you'll want some degree of flexibility, not just a blanket "The most points win," as then the obvious move is to know the size of your opponents force, and bring a small amount more.

I don't really like the idea of everyone posting their OrBats for the whole world to see, though I do also agree that without some idea of enemy unit composition, luck is a very significant factor. I personally would work around this by incorporating spies. Basically, spies would count as special units, which when deployed would allow players to learn about the compositions of enemy armies. In terms of actual application, the player would express his intentions to use one of his spies on a particular army, and the player controlling the targeted army would be forced to reveal information (true or not.) Either that or spies could be used in secret, where only the judge knows when they are used.

Yeah, that would work well, just depends how judge-dependent you want to make things, really.
On that note, if you can't find anyone else, I'm willing to judge. I can't guarantee I'll be on every single day, but I'd make the effort to be fairly prompt. Just make sure the rules are very clear for everyone before you start, and be clear what the judge's role is (e.g. are they there to resolve every single conflict? Just to keep things/the story moving? Passing on secret information? Are we going for long disputes about the minutiae of tactics and unit descriptions [hint: let's NOT do that, for a change]? etc.)

Is there actually a precedent for "simple" Anunia Recwars? Judging by the wars in the archive, they've all become very confusing and complicated. I guess thats what happens when you dont have an actual objective mechanism for determining outcomes. Oh well.
