FMF Constitution

As ratified by the FMF Executive Committee, 18 December 2018:
Constitution of the Fédération Micraise de Football

I. The Organisation
a. The Organisation shall be known as the Fédération Micraise de Football, or “the FMF”.
b. The FMF shall oversee the running of football at all levels on Micras.

II. The Executive Committee
a. The FMF shall be run by an Executive Committee of seven members. These shall be:
i. President
ii. Vice President
iii. AEFA President
iv. CTFA President
v. EMUFA President
vi. WMFA President
vii. Junior Member
b. These members shall, with the exception of the Junior Member, be entitled to one vote each. The Junior Member may vote in the absence of another member.
c. All votes shall require a majority of over 50% of the voting members present. The President shall have the deciding vote if a vote finishes in a 50% split.
d. New members of the Executive Committee are appointed by a majority vote of the Executive.
e. A Member of the Executive Committee may be removed by a no confidence vote of over 50% of Executives, or by a 2/3 majority of all Full Members.
f. The FMF Executive Committee may, from time to time, decide to create additional non-Executive positions, in order to help with the day-to-day running of the FMF. These positions can be created and abolished by a majority vote of the Committee at any time, and currently include but are not limited to:
i. Statistics Officer
ii. Club Competitions Officer
iii. International Competitions Officer
g. Non-Executive Committee members are permitted to make proposals to the Executive Committee, but will not be permitted to vote, even in the event of an Executive's ineligibility.

III. The Structure
a. The FMF shall be divided into four constituent federations, or “confederations”. These shall be:
i. The Apollonia and Eura Football Association (AEFA)
ii. The Cibola and Tapfer Football Association (CTFA)
iii. The Eastern Micras Union Football Association (EMUFA)
iv. The Western Micras Football Association (WMFA)

IV. Membership
a. All sovereign nations on the Micronational Cartography Society Claimsmap shall be automatically granted full FMF membership.
b. Dependent territories may be granted Full Membership pending approval from the Executive Committee or the FMF President.
c. Members shall be assigned a confederation based on geographical location on the MCS Claimsmap.
i. AEFA shall cover the continents of Apollonia and Eura.
ii. CTFA shall cover the continents of Cibola, Corum and Tapfer.
iii. EMUFA shall cover the continent of Keltia.
iv. WMFA shall cover the continent of Benacia.
d. FMF members who are judged by the MCS to be inactive may be demoted to ‘Probationary Member’ status. They shall lose their voting rights, and no longer be automatically entered into FMF tournaments. Probationary Members shall complete any competitions they are currently competing in before they are able to become a Full Member or have their membership cancelled.
e. A Probationary Member may become a Full Member should their activity rise. Probationary Members lose their membership if the nation they represent is removed from the MCS Claimsmap.
f. A Full Member may revoke their membership of the FMF at any time, however, they will be demoted to Probationary Member status until they have completed all of their tournament obligations.

V. Transfers of players within the FMF
a. Transfers involve the contractual agreement of a player to move from one club to another on a permanent or temporary (loan) basis.
b. All domestic transfers must be regulated by the corresponding FMF member's football association or other governing body.
c. All intermicronational transfers must be regulated by both FMF member nations concerning the transferred player. Both respective clubs from the member nations must co-operate and agree on a fee that is acceptable for both parties. Should there be any discrepancies, then the FMF or one of its respective confederations may intervene and investigate the transfers, in addition to vetoing the transfer.
d. The FMF holds the right to exercise investigation on any intermicronational transfer and impose sanctions when necessary should there be any discrepancies or article violations within this section of the constitution.
e. Transfers are only permitted during the allocated periods set by the FMF. These are:
i. A winter window for transfers, opening 1st January at 00:00 (GMT), and closing 31st January at 23:59 (GMT).
ii. A summer window for transfers, opening 1st June at 00:00 (GMT), and closing 30th September at 23:59 (GMT).
iii. Any transfers agreed during the FMF World Cup will be automatically postponed until the completion of that tournament.
iv. Both domestic and intermicronational transfers will be permitted in the summer transfer window. During the winter transfer window, whilst domestic transfers will be accepted, any intermicronational transfer must be reviewed by the FMF and will be subject to clearance.
v. The federation reserves every right to clear or veto a transfer.
vi. Member nations are permitted to reduce their transfer windows to a shorter period within the allocated winter and summer windows.
vii. The only case in which a transfer window will be extended for a club or a member nation is due to any technicalities, where evidence must be provided for an extension to be granted.
f. Free Agents
i. When a club signs an unattached player (free agent), the member nation is responsible for ensuring the the player is not contracted and the transfer can be cleared. The member nation has the right to consult the FMF as part of their investigation, but will be held responsible if there seems to be any discrepancy.
ii. Should there be a clash between multiple different clubs in signing an unattached player, then the FMF will undergo an investigation regarding the player's contract. If the free agent has been signed by separate teams within the space of 48 hours, then the FMF will exercise the right of which team the player will be contracted to.
g. Should any of these articles be violated, then the federation reserves the right to impose sanctions and punishments depending on the situation:
i. The FMF may impose sanctions on either a particular football club or member nation when appropriate.
ii. If the action is a first offence of violation, a formal warning will be addressed to the respective party involved.
iii. A second offence may be subject to a transfer ban imposed on the respective party for up to a month. This ban will only be active during a transfer window. If a transfer ban is still pending following the closure of a transfer window, then the remaining length of the ban will be served in the next transfer window.
iv. Any further offences will be investigated in the FMF, where executive committee members can vote on an appropriate punishment for the respective party.

VI. Amendments to the Constitution
a. Any amendment to this constitution must be ratified by a majority of at least 2/3 of the Executive Committee, or 75% of all Full Members.
b. Amendments may only be made at the Annual General Meeting, held in December of each year.

Having voted in favour of amendments at the Annual General Meeting, the FMF Executive Committee announces that the following wording changes have been made to the FMF Constitution:

Subsection II
This amendment correctly structures the FMF Executive Committee, its positions, and their rights and responsibilities.
