Also, can you give me a list of provinces you want, and a list of current citizens by their most widespread micronational username, so I can work out how many aren't currently claimed by other SCUE nations.

With the provinces, is it possible to go up one level of geographic organisation in terms of what gets put in the bank? I don't know anything about Ashkenatzan provinces so I don't know if it can be done; but as a general rule of thumb having more provinces than you actually have citizens is a bad idea (and I know you have more than 4 citizens, but you've really grown if you have 15). For comparison, Novatainia has seven or eight states but they're divided into three main regions, and we put our regions in the bank instead of the states. I don’t know if Ashkenatza has an equivalent – if you don’t, I’ll put all of those in, but if you do, I’d prefer to use that.

Yeah, not so much - 13 are provinces and the other two are vaguely autonomous areas, but there's no regional system and it'd be a bit disruptive to instigate one - most of the provinces are fairly diverse and can't really be grouped together. Sorry about that!
In terms of citizens we also have myself, Musa (Nick), Eli Naveh and Herschel Ziegler, so it's 8 citizens to 15 areas - not that bad.

Ok, I'll put those provinces in.
They are now in. This is so you can register a government account and tell me what it's called, so that when the week long voting period is up, I can give you your starting funds straight away.

Alright, you've more than met the one week period (sorry, I forgot). The Staatskasse account now has Ashkenatza's 30 000 starting funds, and national level permissions (ie admin powers over Ashkenatzan accounts).
