That's still an excessively massive increase - I really don't see the SCUE needing more than 10 or 20 thousand in current dollars, not 4 times as much as is currently in circulation (before the x100 increase on both in circulation and this increase).

Oh well, I've read this as not 4 times as much dollars as is currently in circulation, wondering how much money does SCUE currently have :D

The SCUE has 0 that I know if.

It is a lot of money Andreas. But I don't see the SCUE using that much any time soon. I expect that money will take 3-4 years to even come close to being depleted. Maybe longer. Think of it this way, it'll simulate real world inflation. We can use it to manipulate currency value and all that other stuff governments do with Currency. If we feel more money needs to be circulated, we spend more of it. If we need to reduce total money we can call for a due.

I'm not entirely adverse to fiscal policy, but I see a difference between spending a small amount within the economy and adding four times as much money as is currently in circulation progressively over a couple years.

Put it this way - multiplying currency by 100 is a minor variation. Giving the SCUE an extra 10 000 or 20 000 (at current values) to just pay out people working on the bank/admin is also a minor variation. Giving the SCUE an extra 5 000 000 (at current values) to play with fiscal/monetary policy as it wants - that is a huge change quite different from the spirit of the original treaty. If lots of people are keen for it, sure, go ahead and do it, but I want people to realise that that part of the proposal is a massive, substantial change in real terms (whereas multiplying currency by 100 is no change in real terms, and adding 10 or 20 thousand to an economy with 1 224 060 in total in circulation is a very small change in real terms).

Why do you want more in circulation? That is not adding zeros, that is real inflation.

Perhaps. I just don't see how an economy without scarcity gets more scarcity by adding more money. Seems illogical.
