True but since that claim was rejected, Haifa has decided to be independent of Hamland, for now.

That's not quite what what was said. In the post you're referring to you said,

Indeed, Hamland's association with Haifa is genuine. I personally look forward to seeing how their constitution develops in their first parliamentary meeting, and I wish them the best whether they choose to join the Commonwealth or not. If and when they do, they will be welcomed as friends.

To me, a genuine association is one that occurs regardless of land situation. It was stated a few times that Haifa's primary reasoning for joining Hamland was to participate in economic activities and progress the stock market - something which does not require any extra land. So, assuming that Haifa's association with Hamland was genuine, then there is absolutely no reason for them to sever their ties with Hamland because of the denied expansion. Given the short amount of time within which all this happened, it basically looks like Haifa wanted a fast-track way onto the map, thought they'd get that via Hamland, didn't, and so buggered-off

I can see how it may seem like that. Undoubtedly, that would be one of the perks to joining Hamland. No one, I think, would deny that. But it wasn't the main reason Hamland issued the invitation, and I don't believe it was the reason Haifa accepted it. Rather, Haifa and Hamland are quite similar in several ways, primarily in regards to an emphasis on economic development. It was this primary similarity which originally inspired me to extend the branch of brotherhood to Haifa, and I think that they understood, and still understand, the mutual benefit which arises from a strong relationship between our nations.
