[Charter Amendment] Administrative Taxes/Reimbursements
As a follow-up to the conversations regarding the Trade Equality Act, I propose the following amendment to SCUE's Charter. I believe that this proposed amendment to the charter represents a fair compromise between the views expressed in the thread pertaining to the aforementioned act.
I wasn't sure if I should create a brand new amendment, or if it was sufficient to modify an existing one, so I went with the latter option for organizational purposes. If, however, the community would prefer a brand new amendment, we could certainly go that route as well. Either way, I hope you all find this proposed change to your liking, and that we can all come to an agreement on how to brighten the future of our bank.
*If there are no objections to the format of this proposal, I would like to begin voting as soon as possible.
This expansion of the charter's eighth amendment will allow the administrator to impose taxes and provide reimbursements for activity, given the support of half of all active member nations.8. There shall be an administrator of the bank, with the power to change the region of accounts as required; to create currency for new signatory nations; to enforce taxation; to reimburse member nations for their activity, and to impose taxes on member nations, though taxes and reimbursements may not be imposed by the administrator without the consent of 51% of all active member nations.

Just so everyone is clear about this; this amendment transforms the SCUE from an international organisation to a supranational. The member nations surrender part of their sovereignty to the SCUE.

The amendment explicitly protects nation's sovereignty by allowing them to override the administrator's calls for a tax.

Your point is fair, and I have made a slight change to the amount of support required for any tax policy to be implemented.

Still leaves 49%, and now it is worded badly. Not really an improvement.

Frankly, not everyone can be pleased. A simple majority should more than suffice for such a policy. Regarding the wording, I make no claim of being a very good legislator. I'd be willing to clean up the wording once we're in agreement as to the principal of it.

Nay. Flanders wanted to be part of the SCUE because we don't want to host the bank ourselves, we don't want a supranational organisation. It's hard to see us be able to remain part of the SCUE when this is implemented.

Aye. I think many people have very reasonable and true points on this policy, but I must point out - the policy is intended to encourage people to actually use SCUE - and that's already happening in places like Shireroth. Maybe this is the shot in the arm the system needs, at this point, I think it's worth a try. If not, then the Charter can be amended to remove this, or we could increase the percentage of support needed to enact taxes and reimbursements. Avoiding this tax is so ridiculously easy too: just move your money around. It's worth a try, I think.

A tax that can be avoided by moving funds from one of your accounts to another is pretty pointless to begin with. Isn't the point of the tax to encourage economic activity?

This change to the charter doesn't actually specify how the taxation will work, it just gives the Administrator the power, after receiving the support of a majority of signatories, to impose taxation. Aye

Ergonia votes Abstain.
With respect to the Brettish Isles' vote, there is question
as to whether Jack has the authority to cast its vote.
EDIT: I had voted Yea, but IMO some big enough players
have come out in opposition to the changes that it is
possible that this proposal will fail. So I have changed
Ergonia's vote to Abstain, since we will wait and see how
the larger nations go.
With respect to the Brettish Isles' vote, there is question
