Yes. That is the point of the tax, but if you can't even be arsed to at least move money around, then what's even the point of trying? LOL. You're given a solution to the problem then you complain that it's too easy? Seriously? The point of this tax is to get people to actually use the damn thing. So you mean that the point of this tax is to get people to move money between papel accounts? If you can't even get people to do that now, shut the thing down.

Once again, I should note that all this proposed amendment does is authorize the administration to impose taxes with the approval of a simple majority. The proposal in no way references or authorizes any specific tax. If this amendment passes, then there will be future discussions regarding specific tax proposals, but we are not there yet. Natopia is also deliberating and hopes to be able to lodge a formal vote after a Frenzy resolution is passed.

If this redistribution is the only thing that will save the bank then I would prefer the treaty to be amended to provide an objective and automatic system to encourage people that use it or penalize those that don't, not a vague power to tax given to other nations.

Regarding your personal note, I would be 100% in support of a bank modification to automate taxes/fees and reimbursements. I'm imagining a situation where the admin would have the power to activate and deactivate this automated process given majority support, and to specify tax/fee and reimbursement rates.
Edit: On that note, I would be happy to reconsider the use of the word "tax." If it would be preferable to regard it as a fee, or something similar, then I would support that.

A modification to do automatic fees/reimbursements based on the GDP wouldn't be hard to do, I should be able to code that up fine (Gralus already has an inactivity tax coded up for our citizens). My one thought is that this is something it's possible to game if people really care; it's easier to game an automatic system because you don't have a human looking over it and saying "Hang on, that nation's tiny, how do they have 100 000 GDP ... oh, they've just been transferring money endlessly between two accounts, I shouldn't give them as big a reimbursement as the system says they should have."
