Administrator Election
Giles Melang has voiced his interest to take over the role of Administrator from me, which I am agreeable to given my macronational schedule. As such, I nominate Giles accordingly for the position.9. This administrator shall be elected by the signatory nations. At any time the administrator may be removed by a 2/3 vote of no confidence in the administrator, at which time a new administrator shall be elected by the signatory nations.
If no signatory nation is opposed, then I think it would be reasonable to consider it an election by acclaim. If a signatory nation is opposed, we will hold the traditional election.
If there is opposition, please voice same by this time on Sunday, September 4.

I welcome the nomination but hope that Giles won't act on his proposals without consent from those currently involved in the SCUE.

Ladies and Gentlemen
I humbly appreciate the nomination by Liam Sinclair of me to this office. I supported him as SCUE Administrator before. Let's give him a hand.

Liam has done an excellent job in fulfilling his duties as SCUE Administrator, given the huge amount of work he does in interactive geofiction (IG), especially The Coprieta Standard. Until now we all have viewed the SCUE Admininstrator as a type of secretary, a functionary who carries out the clerical duties specified by the SCUE Treaty. That is what we (myself included) wanted, what we expected, and it is what we got from Liam and his predecessors.
However, beyond the SCUE Bank code, which works fine, and the capabilities of Liam and his predecessors, something is wrong with the SCUE: it has become like a stagnant pond. It is a stagnant pond that has so little oxygen that it no longer supports an ecosystem of life. What our "pond" needs is a creek to open out of it, if only a small creek, to allow some of the water to flow, to bring life to the pond and creating a new ecosystem. That is why I was volunteered to serve in this position. I will bring you your creek!
Effective immediately, I request that SCUE implement some concepts I have developed. These concepts are collectively known as "Project 6270."
The goal is that by 6270 ASC, SCUE will be jumpstarted. Project 6270 will require amending the treaty. The concepts are as follows.
1) Let the SCUE Bank lend money from its vast treasury to national treasury accounts at a variable in the form of six-month term loans at an amount and interest rate set by the SCUE Admininistrator ranging from 0.01 % (one one-hundredth of a percent) to 5% (five percent) based on and risk conditions.
--Companies and personal accounts will be ineligible for these loans. Instead, the use of nation- and company- run banks will be encouraged
--Loans will require a loan request form specifying the amount and reason the loan is requested
--The current payment of 7500 units of currency per citizen in nations that join SCUE will be eliminated; such nations instead will be instructed to apply for loans
--If a nation is unable to repay a loan, the SCUE bank will issue a public notice requesting payment; if payment is not received, then it will seek to recoup the loss by reclaiming the money from the SCUE nation's national treasury account or company and personal accounts within that nation; if the money has been sent to accounts in another nation, it may recoup the money from such accounts in that nation; it may enlist the assistance of the local authorities in a nation in order to assist in recouping the funds; the nation will be barred for one month from taking out additional loans
--The existing loan functionality in the bank for personal and company accounts will be used as much as possible for this.
--This increases the workload of the SCUE Administrator. Therefore, the SCUE Administrator may appoint assistants. There is precedent for this even with the
2) Allow the SCUE Bank to, in order to stimulate the SCUE economy, issue stimulus payments to accounts as needed.
--Stimulus payments will be paid to accounts in these three classes: national treasury, company, and personal accounts
--Stimulus payments must be paid out to all of the accounts in each class at once (for example, all national treasury accounts, and not just any one national treasury account, would receive a stimulus payment of 10,000 SCUE units)
--Stimulus payments will be funded by earnings from the interest on loans made out by the SCUE bank to member nations as well as by the existing savings of the SCUE bank
--The total amount of a stimulus payment will be limited to 0.1% (one-tenth of a percent) of the total amount of funds in the SCUE bank at the time the stimulus is issued
--Only up to 3 stimulus payments per month may be issued, regardless of the class of account for which the stimulus payment is issue.
My friends, the above concepts are basically non-negotiable except on perhaps some of the numerical details. I repeat: 1) Let the SCUE Bank lend money from its vast treasury to national treasury accounts (not to business and personal accounts though) at a variable in the form of six-month term loans at an amount and interest rate set by the SCUE Admininistrator ranging from 0.01 % (one one-hundredth of a percent) to 5% (five percent) based on and risk conditions. 2) Allow the SCUE Bank to, in order to stimulate the SCUE economy, issue stimulus payments to accounts as needed.

If the Treaty changes are not approved by a majority, I do have a backup plan. A "Plan B". However it involves more work and may result in some SCUE member nations not realizing the full benefits of my ideas.
There are also a few other changes I had in mind that we can make to the treaty to improve SCUE's operations for its expanded role. But I have not mentioned them here. Rather, we will approach them later after these changes get approved.
In conclusion, today marks a new era, the era in which the SCUE economy is slowly revived into activity.

I see in the list that you have a couple of personal accounts (Melang in Shireroth, Giles Melang in Alexandria) - which one do you want admin assigned to?

Jack, I can't find a "rename" option for countries in the admin panel. It seems we should add this to the list of new features needed in any rebuild!

only takes 2500 SCUE to enter the Top 20 SCUE personal accounts. Taking
money from these accounts would be like stealing from the poor. Therefore,
I will ensure that this does not take place.
