Imperium Incognita

Dear MCS,
I wish to highlight that the Imperium Incognita may very well be in breach of the amount of land they currently hold under the current Charter Article 8.
Apart from a postcard from Victoria and a thread relating to land negotiations with Victoria, the last post from the Imperium Incognita was recorded on November the 24th of this year. The thread in question was a "testing" thread having 33 posts saying "test". This I believe is to help manipulate their ppd figures. The most recent post before that was recorded on October 24th too.
In 2009 the Imperium Ingonita have amassed, without the 33 test posts and the 9 post generated by Victorian contact, a total of 38 posts, with many of them in the early part of 2009.
A lot of posts also are of one word replies.
The Treaty negotiations between Victoria and the Imperium Ingocnita are also going at an incredibly slow pace which would also lead me to believe that activity is extremely slow.
I do not believe that the Imperium Incognita qualify 1ppd in the MCS Charter under Articles 8 and believe that the MCS perhaps look at the situation in the Imperium Incognita with a view to a reduction of land.
