Lack of Voting Procedure
I would like to inquire as to why the council has opted not to vote on my current claim. Am I not within my right to apply for a modification to my own territory? What is the precedent for locking a modification claim without a vote?
Edit: If the community is attempting to expel me then you should just say so. I assume y'all are discussing it on the discord. So what gives? First Halian and now the MCS council itself?

The reason for the denial is that you are behaving like a total twat, and I don't see why the MCS should accomodate your silly behaviour. The claim issued didn't reach the standards set by the MCS, so it's an easy decision really that can be made unilaterally by any member.
Also, I politely requested you to refrain from being annoying, please heed my call. I have no interest in "kicking you out" or whatever. I just don't want you to use the conventional platforms for misplaced trolling.

I would contend that by locking the claim without a vote, you are actually the one who is violation of Article 10.3. By rejecting and locking the claim without a vote you - and the council - are failing to "exercise your functions." If you don't like the claim, then you should vote "nay." Just like you would for any other claim. To my knowledge there is no precedent for refusing to vote on a claim because the person submitting it is "being annoying." Regarding Article 14.2, what about the claim is offensive? And are you truly in a position to be offended on behalf of the entire council?
Edit: The name I've chosen for the new city is fairly innocuous. It doesn't even contain a hint of vulgarity. Someone with no idea about the current situation wouldn't even think twice about it.

Excellent opinion, thank you. I can assure you that my actions have the support of a majority of the council, if not the entire council. Where have you discussed this claim with the council? Surely the conversation should be available for review? To my knowledge, you are the only one expressing an opinion.

Given that all of this occurred before I was able to undertake what I was aiming to do, and as I have apologised for Jack's hastiness regarding the claim in question, I wish only to add that my intention was to put the claim to a vote anyway due to its contentious matter.
We deal with many claims that can be considered "silly" by numerous criteria, this one, as much as I personally disapprove, is still legitimate enough to be judged fairly by the Council and not undeservedly vetoed.
