As Barnum is already older than 30 days, this does qualify to move straight to voting. I'd suggest making a better quality version of that map though

Not sure if I have to re-submit...but I just made wholesale changes to Barnum's wiki page, if that helps the cause any. I am under the impression that the main reason for my claim's rejection is because of inactivity.

Yes, any new claims should be submitted separately so we can keep track of what's what. This claim was denied because Barnum had had no development since October, not even since you noted you had returned from being away. If Barnum had been on the map, we'd have forcefully removed it for being inactive for that long, so we're definitely not in the business of adding a nation at the same levels!
The changes you've made are a good start to rejuvenating the nation but my personal preference is to see a bit more sustained activity from a nation returning from an inactive spell to justify a claim. If you can keep the work up for the next week or two before resubmitting, that'll certainly help your claim's case.
Just beware that the claim above is pretty large, and as such we'd require a nation to be more active to warrant that much land as opposed to a smaller claim. If you're not sure you can produce that much activity, definitely go for something smaller - around the size of Meckelnburgh or Voxland are fair "starter" claims, and you can always expand later if development picks-up
