For what it's worth, I will allow the late-arriving Gaeos Fleet to make appropriate adjustments for the 'troubles' experienced by the Raynor Fleet in front (how much of this process involves admirals being tossed overboard by their apoplectic flag captains, I'll leave up to you).

Admiral Rozhestvensky, commander of the Raynor Fleet and the descendant of an ancient family that claimed Zemlyan roots, was an officer of the old school. He announced to the officers on the bridge that he intended to go down with his ship. When he was informed that it wasn't sinking he merely remarked that it was only a matter of time, after which he stepped out onto the external portion of the carrier's "island" and jumped overboard. His subordinates have subsequently tried their best to make sense of their current predicament.
Follow on orders from the Joint Military Commission of SANE to naval forces in the southern Apollonian region:
The surviving surface combatants of Task Force 90, the 1st Exploratory Fleet and Raynor Fleet are to disengage and regroup off Crystal Island. Apollonia Command was disappointed that the Natopian vessels appear to lack the sort of close in weapon systems, particularly directed energy weapons, that might have proven useful in defending against the attack mounted by the Jingdaoese and question the sense of sending so many valuable capital ships into contested waters. Ships with battle damage that has been assessed as repairable are to be taken under tow, escorted by corvettes, into Port St. Andre. Aviation assets assigned to these formations, such as remain, are to be re-based at Port St. Andre under the protection of the 4th Sky Guard Division. The Armed Forces of the Most Serene Union shall assume command of all air and naval operations in Carama Bay.
The Gaeos Fleet is to take up station in the Gaeos Strait assuming an active west to east patroling pattern with numerous irregular north to south zigzags. Assigned air assets are to prioritise combat air patrols over the fleet carriers and anti-submarine operations. The 2nd Exploratory Group is to sortie from Angus Space and Naval Port and escort the Vista de Nada Class destroyer NDS Chion until it is in range to launch a cruise missile attack against National Redoubt launch facility MB8. No surface warships are to loiter within the range radius of an operational National Redoubt Facility.
Wolfpacks in theatre are to continue to act on their own initiative to engage targets of opportunity.
The 1st Submarine Group has been ordered to sortie all boats from Fort Augustus.

Is it even possible for them to attack without getting into the radius range?escort the Vista de Nada Class destroyer NDS Chion until it is in range to launch a cruise missile attack against National Redoubt launch facility MB8. No surface warships are to loiter within the range radius of an operational National Redoubt Facility.

Referee Comment: It's also worth noting that in Dalmacija, site MB4 was sufficiently fortified to retain a couple of of its silos in working order even after being carpet bombed by about 204 aircraft. While the enhanced guidance and bunker-busting capability of cruise missiles can provide somewhat better lethality per warhead, they would still need to be deployed in considerable number to have any hope of knocking out a National Redoubt missile site entirely. If said sites weren't operating by launch-on-warning ROE before, they certainly will be now - they can therefore be expected to get off a decent number of their own missiles in the moments before they take a pounding themselves.

The trouble with taking time is that it allows for further complexity to be added to the situation. At any rate...
The Raynor Fleet, the 1st Exploratory Group and Task Force 90, being caught well within the range of Jingdaoese anti-ship ballistic missile sites by an 'oversight' in naval planning, have suffered sufficiently severe losses (55% sunk or scuttled, 15% with repairable battle damage) that they have effectively been reduced to the strength of a single fleet. The damaged ships towed to St. Andre have been subjected to sustained Jingdaoese ballistic missile attacks from site MB10, although the radar clutter and local air defences have made these attacks less catastrophic than they might otherwise be. Nonetheless, these ships are damaged frequently enough that they will remain non-operational for as long as site MB10 remains operational.
The remaining 30% of these three fleets has been pursued on its way south by Jingdaoese Partol Group A, to whom they have turned about and given battle. Each side has lost a small ship each with most of the others damaged to varying degrees - the engagement is inconclusive but the Jingdaoese retire first, steaming north to return beneath their missile umbrella. The amalgamated fleet has continued south to join the Gaeos fleet and assume a patrol station off the fringes of the Jingdaoese missile zone, interdicting any and all USSO-affiliated shipping in the area.
The Sxiro-Natopian(?) submarine force, being heavily reinforced and beneath the reach of Jingdaoese missiles - has successfully entered Carama Bay's northwestern reaches and exploited the relatively small number of the 2nd Xindao fleet's destroyer escorts, sinking all three plus one cruiser and damaging two other cruisers for the loss of two of its own submarines, forcing the fleet to retire to Xiacheng before its two carriers are threatened. The attacking submarines have then proceeded north to establish an effective picket of the Antya river mouth, exploiting the coastal bottleneck off the Alashuizamen Dam to overcome the emerging Jingdaose submarine fleet's superior numbers and destroy some 45 of their boats through a combination of minelaying and direct action for the loss of eleven of its own, forcing most of the remaining Jingdaoese submarines to retreat back up the river. Six of the more daring Jingdaosese sub captains, however, have managed to sneak past the enemy picket and reach open water.
A sustained and targeted missile attack by the Natopian 2nd Exploratory Group against missile site MB8, using penetrating munitions, has put 40% of its silos out of action - but a salvo of Jingdaoese missiles in return has sunk the cruiser NDS Blizzard and damaged the NDS Bagelcratican II sufficiently that it is forced to suspend flight operations, obliging the group to withdraw to safer waters.
Despite Sxiro-Natopian naval superiority underwater, their surface movements through the middle reaches of Carama Bay have been rendered difficult, if not impossible by Jingdaoese ballistic missile attacks, effectively closing the shipping lanes to St.Andre. Owing to the limited Jingdaoese air defence, however, St. Andre remains accessible by air on routes avoiding Jingdaoese territory. All shipping docked in Port St.Andre and Blythe remains vulnerable to ballistic missile attack.
